J. Chris Moore

Chris Moore oversees the operation in Northern Virginia and spends most of his time supporting Defense Advanced Research Projects Agency Tactical Technology Office (DARPA TTO). Before starting 2 Circle, Inc. He provided scientific, engineering and technical assistance (SETA) support to DARPA.
Chris’ career spans more than 25 years of service to industry and the military. He joined the Navy as an aviator and became a T-4 instructor before transitioning to the Marine Corps. After TBS, Chris flew F/A-18s on the West Coast and in Japan. He is a graduate of the Navy’s Fighter Weapons School (TOPGUN) and the Marine Corp’s Aviation Weapons and Tactic School. His final assignment was in the Pentagon support weapons acquisition and special programs on the CNO’s staff defining requirements, staffing acquisition and capability documentation through JCIDS and managing development and procurement budgets.
At DARPA, Chris supports several programs as a Systems Engineering and Technical Assessment (SETA) Contractor providing program management, financial, acquisition, security, transition, and test & evaluation expertise to large and small programs. He supplies analysis and engineering services as a consultant working closely with government staff and industry performers.
Chris holds a bachelor’s degree in aeronautics from Embry-Riddle Aeronautical University, a master’s degree in Leadership the University of San Diego, and a master’s degree in Systems Engineering from The George Washington University. He is a member of the Association of Naval Aviation, Navy League of the United States and the U. S. Naval Institute.
Chris and his family reside in Falls Church, Virginia.
Kevin “Wolfy” Wolfe
Owner/Partner: 2 Circle, Inc.
Mr. Wolfe oversees the Patuxent River business unit focusing on supporting advanced systems requirements definition, roadmap development and studies and analysis projects in support of Naval tactical aviation projects in multi-level security environments.
Kevin’s 23 year career includes service as a US Marine, both active and reserve, and as a Senior Program Management / Warfare Analyst to NAVAIR systems command customers. He was commissioned in 1989 as a 2ndLt in the US Marine Corps and served as a Pilot Training Officer, Operations Officer and Maintenance Officer in both active and reserve Marine Fighter Attack Squadrons. He is a graduate of both the Navy’s Fighter Weapons School (TOPGUN) and MAWTS-1 Weapons Tactics Instructor Course and was selected as the Marine Corps Aviation Association Aviator of the Year in 1998. Mr. Wolfe’s final active / reserve duty assignments were as a F/A-18 Instructor at MAWTS-1 and F-35 / Air-to-Air Missile Requirements Officer for Headquarters Marine Corps.
Kevin also has executive management experience derived from prior DoD small business contract services support; bringing strategic planning, corporate budgeting and IT \and security management skills to the company. He has extensive acquisition and requirements experience across tactical aviation system of systems; planning and execution of program budgets, developing acquisition strategies, and integrating advanced operational concepts into weapons system tech maturation, EMD and IT&E acquisition phases. He has served as study lead and mission integrator across air warfare advanced studies (virtual and constructive), analysis of alternatives and capability gap assessments – integrating analytical products across multiple levels of security.
As a co-founder of 2 Circle Incorporated, Kevin has specialized in future Naval Aviation Concepts of Employment methodology / product development for OPNAV and HQMC customers, as well as capability gap / “effect chain” assessments across a System of Systems in the Counter Air Warfare mission area. He holds a bachelors degree in Economics from Franklin and Marshall College.
Kevin, his wife Heather, and his children Hannah, Ethan and Sophie, reside in Leonardtown, MD.
